Le Conseil Obscur is the intelligence gathering agency of Karrnath. Little is known about it, other than it possesses one of Maison Bombardier's rare undersea ships.

Keith has said that Karrnath had to create their own intelligence apparatus out of what the Warlords already had, plus the few Karrnathi Dark Lantern operatives prior to the breakout of La Dernière Guerre. One possible interpretation would be that Le Conseil Obscur is a peer-group intelligence sharing mission, with members of the Cabinet being the spy masters of each of the Karrnathi warlords.The collective pooling of resources to serve the crown would contrast L'Ordre de la Griffe d'Émeraude, a Le Sang Divin based covert organization that now serves the Queen of Death.
