The Conseil Sombre, the Council of Ashtakala or The Bleak Congress is the secondary tier of the Les Seigneurs Des Cendres who oversee the organization. The Council of Ashtakala includes all prakhutu (or speaker in Infernal) of the Maîtres Démoniaques as well as a number of other powerful fiends and creatures.

The Council directs and coordinates efforts to free their masters from the bindings within the Flamme d'Argent and includes experts on the Prophétie Draconique in their number. They often work in opposition to the Dragons who belong to La Chambre.

The Claws of Khyber is a tier below the Council, and is made up of active agents enforcing the will of the Les Seigneurs Des Cendres. Various mortals make up the bottom tier as witting or unwitting mortal agents.
