One possible interpretation would be that Le Conseil Obscur is a peer-group intelligence sharing mission, with members of the Cabinet being the spy masters of each of the Karrnathi warlords.The collective pooling of resources to serve the crown would contrast L'Ordre de la Griffe d'Émeraude, a Le Sang Divin based covert organization that now serves the Queen of Death.
